Benefits & Financial Support Manager (Non-Profit)
New York City, Hybrid 3 days in office

Position Overview

The Benefits & Financial Support Manager oversees the administration, coordination, and strategic management of public assistance programs and client financial support services for individuals receiving community-based care. This position ensures proper enrollment, maintenance, safeguarding, and reconciliation of benefit-related income sources, including government assistance programs and managed client funds.

The role provides leadership to a benefits administration team, ensures compliance with regulatory standards, and partners with finance and operational departments to maintain fiscal accuracy, reporting integrity, and audit preparedness.

Key Responsibilities

Benefits Administration & Eligibility Oversight

  • Direct the enrollment, renewal, and ongoing maintenance of public assistance programs and income-based benefits.
  • Monitor eligibility status, benefit adjustments, income changes, overpayments, and compliance requirements.
  • Serve as a liaison with government agencies and external organizations regarding benefit administration.
  • Coordinate documentation, disputes, appeals, and administrative reviews related to benefit eligibility decisions.

Client Financial Management

  • Oversee the administration of managed client funds and financial support programs.
  • Ensure accurate tracking of benefit income, supplemental earnings, subsidies, and related financial activity.
  • Review and approve client-related disbursements, including housing expenses, utilities, personal spending allowances, and vendor payments.
  • Ensure required annual reporting for managed financial accounts is completed accurately and submitted on schedule.
  • Supervise periodic reconciliations of individual and pooled financial accounts.

Financial Controls & Account Administration

  • Act as a primary point of contact with financial institutions related to managed accounts.
  • Oversee account setup, maintenance, documentation, and closure processes.
  • Maintain internal controls for deposits, electronic payments, incoming funds, and disbursements.
  • Support administration of financial tracking systems, permissions, and data quality standards.

Team Leadership & Cross-Functional Support

  • Lead, train, and mentor staff responsible for benefits and client financial administration.
  • Develop consistent procedures, documentation standards, and internal workflows.
  • Collaborate with operational, care coordination, and finance teams to support onboarding, transitions, and service continuity.
  • Identify operational risks and implement corrective actions to maintain program compliance.

Compliance, Reporting & Audit Coordination

  • Ensure adherence to applicable federal, state, and agency regulations related to benefits administration and financial oversight.
  • Coordinate required reporting submissions and documentation reviews.
  • Serve as a primary contact for audits, regulatory reviews, and compliance inquiries.

Qualifications

Required

  • Minimum of 4 years of experience in benefits administration, public assistance programs, nonprofit finance, or related financial operations.
  • Strong understanding of government-supported benefit programs and eligibility processes.
  • Experience with reconciliations, reporting, and financial record management.
  • Proficiency with spreadsheet software, document preparation tools, and financial systems.

Preferred

  • Bachelor’s degree in Finance, Business Administration, Human Services, Accounting, or a related discipline.
  • Experience working within nonprofit, healthcare, or community-based service environments.
  • Familiarity with regulatory guidance, compliance frameworks, and financial controls.
